As the drumbeat for military action against Iran grows louder, some members of Congress are calling to expand the longstanding U.S. trade ban that bars American companies from investing in that nation. In fact, many war hawks in Washington are pushing for a comprehensive international embargo against Iran. The international response has been lukewarm, however, because the world needs Iranian oil. But we cannot underestimate the irrational, almost manic desire of some neoconservatives to attack Iran one way or another, even if it means crippling a major source of oil and destabilizing the worldwide economy.

Make no mistake about it: Economic sanctions are acts of aggression. Sanctions increase poverty and misery among the very poorest inhabitants of targeted nations, and they breed tremendous resentment against those imposing them. But they rarely hurt the political and economic elites responsible for angering American leaders in the first place.

In fact, few government policies are as destructive to our economy as the embargo.

While embargoes sound like strong, punitive action, in reality they represent a failed policy that four decades of experience prove doesn't work. Conversely, economic engagement is perhaps the single most effective tool in tearing down dictatorships and spreading the message of liberty.

It is important to note that economic engagement is not the same thing as foreign aid. Foreign aid, which should be abolished immediately, involves the US government spending American tax dollars to prop up other nations.

Embargoes only hurt the innocent of a targeted country. While it may be difficult for the leader of an embargoed nation to get a box of American-grown rice, he will get it one way or another. For the poor peasant in the remote section of his country, however, the food will be unavailable.

It is difficult to understand how denying access to food, medicine, and other products benefits anyone. Embargo advocates claim that denying people access to our products somehow creates opposition to the despised leader. The reality, though, is that hostilities are more firmly directed at America.  ...

I called my phone service provider, Verizon, Friday, to find out whether my phone records had been or were still being provided to the National Security Agency. Of course, I knew they were, since the report in USA Today on May 11 stated that Verizon, AT&T and BellSouth had all turned over all their customer records to the NSA, with only Qwest, of the major phone providers, refusing the request.

The first thing I discovered was that when I called Verizon customer service, a misleadingly comforting recording had been added, saying, "As always, privacy of your account is your right and our duty."

After that effort to head me off, I was switched to a customer service representative, who, upon learning that I was calling not with a billing question, but to see if my records had been given to the government, advised me that all such calls were being handled by the phone company's "Security Department."

Switched to the Security Department, I got a recorded message saying that "all representatives are busy," instructing me to leave my number, and promising me that I would be called back.

Uh-huh.

It would appear that the public is truly upset, finally, at the news that the Bush administration has authorized massive "data mining" of phone records, once considered to be private absent a court order and a finding of probable cause.

Now let me say that I know all about these phone company "Security Departments" (a misnomer if ever there was one!). In fact, my first ever investigative reporting scoop was a story I broke in my own weekly paper, the Los Angeles Vanguard, back in May 1976. That was an article exposing how the "Security Departments" of Pacific Telephone and GTE were both routinely giving out unlisted numbers, as well as customer credit records and other phone records, to a list of some 200 public agencies, ranging from federal, state and local police to the local library late books desk, all without any request for a warrant.

When we confronted old Ma Bell with our story, we were given a flat denial by the PR department, and assured that such customer records were held in confidence unless there was a court order. However, we held a press conference on the sidewalk in front of PacTel corporate headquarters, which was well attended by the local media.  ...

Threats by Republicans to cut the General Accounting Office (GAO) budget influenced its decision to abandon a lawsuit against Vice President Dick Cheney, The Hill has learned.

Sources familiar with high-level discussions at the GAO said Sen. Ted Stevens (R-Alaska), chairman of the Appropriations Committee, met with GAO Comptroller General David Walker earlier this year and "unambiguously" pressured him to drop the suit or face cuts in his $440 million budget.

Walker yesterday acknowledged meeting Stevens, but denied the senator threatened to cut funding for the investigative agency. However, he confirmed that such threats were made, although he said they came from a lawmaker not "in a position to deliver" on them and did not occur recently.

The decision to drop the lawsuit has raised concerns that Congress's all-purpose auditor has sacrificed its traditional role as an independent arm of Congress.

" I met with Stevens in his capacity of president pro tempore," the comptroller said: "In the conversation with Sen. Stevens there was no assertion or inference [of funding cuts]. He didn't even raise the issue of appropriations."

Walker did say, however, that several lawmakers have threatened in the past year to cut agency funding if it persisted with the controversial lawsuit. He also said the budget threat was among a number of factors that tipped his Feb. 7 decision to halt litigation.

A GAO staff member and several Stevens's aides attended the meeting.

Stevens's offices were closed at press time and neither the senator nor his spokeswoman could be reached for comment.

The controversy with Cheney came to a head in December after U.S. District Court Judge John Bates, citing separation of powers, ruled that Walker lacked sufficient grounds to compel Cheney to disclose the records of a White House energy task force that he had headed.

Walker had filed the suit against Cheney in February 2002 at the request of House Democrats. This was the first time in its 81-year history that the GAO, acting in its capacity as the investigative arm of Congress, sued the executive branch to obtain withheld information.

Walker said he initiated all the meetings on Capitol Hill and "I did what I thought was right."

Before deciding not to appeal Bates's decision, Walker said he met senior Republicans and Democrats in both chambers, and most lawmakers of them urged him not to pursue the matter. He said, "I considered all the facts and circumstances and am very comfortable with my decision."

But several House Democratic leaders and key members of the Democratic Caucus have stringently criticized Walker's decision.

" I thought it was a bad decision," said Rep. Henry Waxman (D-Calif.), the ranking Democrat on the Government Reform Committee, who along with Rep. John Dingell (D-Mich.), the senior Democrat on the Energy and Commerce Committee, pressed Walker to file the suit last year.

" If you have a GOP Congress not interested in exercising the role of oversight, and GAO doesn't act independently of the Congress, there is nobody providing the job of checks and balances called for in our Constitution," said Waxman. "This jeopardizes GAO's ability to act independently in the future."

Bates, who was nominated to the bench by the current president, ruled against the GAO because "neither a house of Congress nor any congressional committee has issued a subpoena for the disputed information."

By not appealing this ruling, House Democrats argue, GAO will not be able to pursue sensitive information in the future without permission from the majority party.

House Minority Whip Steny Hoyer (D-Md.) said Walker's decision was a "very unfortunate undermining of GAO's independence and effectiveness."

Rep. Bob Matsui (D-Calif.), chair of the House Democrats' campaign committee, said, "This not only undermines the independence of the GAO, but it also makes it difficult to get information."

"With the congressional committees controlled by the Republicans, I think it's unlikely you'll see GAO pursue something adversarial, and that's a problem," Matsui added. Matsui said he believed that Walker probably faced political pressure to drop the lawsuit.

On the floor of the House last Wednesday, Waxman condemned Walker's decision.

"GAO will be able to continue [its] routine work. And if a Republican controlled committee ever urges GAO to pursue a controversial investigation of the Bush administration, GAO may be able to do this. But don&'t hold your breath."

Walker said that while Republican control of Congress and the White House makes GAO investigations more complicated, it wouldn't affect his judgment. If the GAO is unable to obtain information from the executive branch, Walker said he would ask the appropriate committee of jurisdiction for a subpoena.

Before looking at those proposals, however, we need to establish some ground rules.

Perfection Isn't an Option

Rule #1: No solution is going to be perfect.

Our government has created ill will in many parts of the world. It has bullied smaller countries, imposed new governments upon people who didn't want them, and demanded that other governments do what our government wants. It's unrealistic to think that there's anything that can be done now to quickly undo all the ill will.

I have been criticized for dwelling on what our government has done that led to the terrorist attacks. But if we don't understand what provoked this, we can't evaluate any response to it - and we can expect that the faulty policies will continue and provoke more such attacks against Americans.

Foreign Policy Is the Issue

Rule #2: It is American foreign policy that has provoked the attacks, not anything inherent in Muslim fundamentalism.

There are hundreds of millions of Muslims in the world who don't believe in killing non-Muslims. In fact, Muslims have been killed in Arab terrorist attacks, just as non-Muslims have.

In an interview conducted by John Miller for Esquire in February 1999, Osama bin Laden said: "This is my message to the American people: to look for a serious government that looks out for their interests and does not attack others, their lands, or their honor. And my word to American journalists is not to ask why we did that but ask what their government has done that forced us to defend ourselves."

The fact that bin Laden uses bad means to achieve his ends doesn't excuse our own government's mistakes; nor does it justify our government doing the same things he does.

OTTAWA - The meetings of a secretive global think-tank would bring 100 of


the world's most powerful and influential figures to Ottawa next month and


make an Ottawa hotel the host of deliberations on such weighty issues as


the direction of global oil markets and potential military action against


Iran.





Reports circulating on the Internet say this year's Bilderberg Conference


will be held June 8-11 at the Brookstreet Hotel a rumour the hotel would


not confirm.





But, if a gathering in Ottawa is anything like past Bilderbergs, invitees


will be drawn from the pages of International Who's Who, with a emphasis


on political and corporate leadership and strong representation of the oil


and banking industries. Guest lists typically include names like


Kissinger, Rockefeller and Soros.





The obsessive secrecy that accompanies Bilderberg conferences could also


draw Ottawa into the insane conspiracy theories that surround the group.


The Bilderberg has been accused of being everything from a Zionist cabal


building a single global government to a secret star-chamber that seeks to


fix the price of oil and presidential elections.





Even some rational critics suspect the Bilderberg's meetings set the


economic and political agenda for much of the industrialized world without


any public oversight or accountability. They denounce the Bilderberg as


elitist and overly secretive, calling it an anti-democratic gathering of


''the high priests of globalization.''





The conference takes its name from the Hotel de Bilderberg in the


Netherlands, site of the first meeting in 1954. The group's intent was to


link governments and economies in Europe and North America amid the Cold


War. But its mandate has evolved, and it now exerts a global influence


with interests in foreign policy in general and energy in particular.





Several Canadian political figures have spoken at Bilderbergs, including


prime ministers Pierre Trudeau and Jean Chretien, New Brunswick premiers


Bernard Lord and Frank McKenna, and former Ontario premier Mike Harris.





Prime Minister Stephen Harper's office would not say Tuesday if he's been


invited to attend the rumoured Ottawa meetings. Harper attended the 2003


conference in Versailles, France.





Patrice Basille, general manager of the Brookstreet Hotel, said no event


associated with the Bilderberg group has been formally booked at the


hotel. He said two conferences, one out of Montreal and another out of


Toronto, are booked for the weekend of June 8.





''What is the Bilderberg?'' he asked. ''This is the first I've heard about


it.''





Journalists aren't allowed to attend the sessions, and staff at the host


hotels are told not to confirm or deny any event is scheduled.





Not all of the attendees are comfortable with the pervasive secrecy, says


U.K.-based journalist Tony Gosling, who runs a website devoted to


uncovering the Bilderberg secrets (www.bilderberg.org). There is enough


leakage from past conferences to determine generally what is discussed, he


said.





''There is pretty much a preoccupation with the Middle East and oil at


most of the meetings,'' he said. ''The whole idea is to meet a consensus,


but it is a fairly narrow consensus. Most of the banking power in the


Western world is behind Bilderberg policy, and particularly their energy


policies.''





Gosling said two issues will likely concern the Ottawa meeting: How to deal


with Iran's alleged nuclear threat, and the direction of Venezuela's oil


industry under the leadership of leftist President Hugo Chavez.





The website americanfreepress.net reported Tuesday that Bilderberg was


coming to Ottawa. Gosling said several of his sources have also confirmed


the date and location.





Canada last hosted the conference in 1996, when participants invited by


newspaper publisher Conrad Black gathered at a resort north of Toronto.

2. Decoding Dan Brown's DaVinci deception


Before plunging into DaVinci here's a thought for the non-appearance of the 911 documentary 'Loose Change II' at Cannes - whose rightful place as documentary of the year has been usurped by the banking establishment's favourite docudrama 'United 93'. British director Paul Greengrass admitted on Newsnight tonight that 'the stakes are high post 9/11'. He knows which side his bread is buttered and has followed the money. Well there's another one to miss.


The film of Dan Brown's book premiered at Cannes last week to much derision and amusement from the critics. The success of the story is no mystery, that it makes a feint at uncovering what so many of us sense to be normal nowadays, that the world is and has been run, possibly since the Middle Ages, by some Wizard of Oz behind the scenes.


But Dan Brown's book does what so much of our news media does nowadays. Like the Pied Piper it leads us off in the direction of the truth, sets out on a noble journey, then diverts us down its black hole under the mountain. Like government whitewashes like the Hutton enquiry it inverts the conclusion regardless of the evidence. So, if you have seen the film or do go along to it remember the following three points:

3. Bilderberg to Meet in Canada

The secretive group known as Bilderberg will hold its annual secret meeting at the posh Brook Street Resort a few miles from Ottawa, Canada, June 8-11.


The location and part of the agenda was disclosed to American Free Press by a source inside Bilderberg's inner circle.


High on the Bilderberg's secret agenda this year are oil prices and the political upheaval in Latin America. When meeting last year in Rottach-Egern, Germany, Bilderberg called for dramatic increases in the price of oil. Oil prices started climbing immediately from $40 a barrel to $70.


Whether Bilderberg will call for still higher prices is unclear, but Henry Kissinger and others had gleefully anticipated ultimate prices at $150 a barrel a year ago. Bilderberg is certainly concerned about supply, which is related to the "Latin American problem," as one insider said.


Approximately 120 international leaders in politics and finance will also discuss the wars in Iraq and Afghanistan, which has caused a rare breach between American Bilderbergers and their European counterparts since the United States Iraq invasion in 2003. Whether the United States should invade Iran is also high on the agenda.


Bilderberg is especially concerned about Venezuela, where as part of a plan to increase revenues from its petroleum industry President Hugo Chavez said May 7 he would impose a new tax on companies that extract oil from his country. Big Oil is represented at Bilderberg by Jeroen van der Veer of The Netherlands, chairman of the Royal Dutch/Shell Group and Franco Bernabe of Italy, vice chairman of Rothschild Europe, among others. "We are going to create a new oil tax, called the tax on extraction,"


Chavez said. "The companies that are pumping oil in Venezuela are making a lot of money."


Chavez accused foreign oil companies of exploiting his country's vast petroleum reserves without paying sufficient taxes. Venezuela is the world's fifth-largest oil exporter but has troubled oil barons by sending cheap petroleum to needy American families and subsidizing domestic use so local citizens pay 12 cents a gallon.


Venezuela has voided oil-pumping contracts with private companies at 32 fields and replaced them with a mixed-company model that gave Venezuela's state-owned Petroleos de Venezuela SA a minimum 60 percent stake. Chavez has also sharply raised royalties and taxes, and reduced potential drilling acreage by almost two-thirds. He is also resisting expansion of NAFTA throughout the hemisphere, a prime Bilderberg goal.


Chavez's outspoken criticisms of the United States make it unlikely that American Bilderbergers can help smooth over the supply problem. However, banker David Rockefeller's family has always had a heavy interest in oil and other investments in South America.


President Bush will have a top White House aide representing him at Bilderberg, and high officials of the state, defense and treasury departments will attend. Heads of state and other high officials in government and banking will attend from Europe and Canada.


Bilderberg's agenda also includes the turmoil in the Middle East, nuclear proliferation, with an emphasis on Iran, North Korea and Pakistan, and global warming.


The Bilderberg group takes it name from the hotel in Holland where the group met in 1954, during the earliest period of its inception. Bilderbergers meet regularly, presumably on a once-a-year basis, at various locations around the world, always in extreme secrecy, often at resorts controlled by either the Rockefeller or Rothschild families. The Rothschild family is the leading European force within the Bilderberg Group, sharing its power with the American-based Rockefeller empire.


Bilderberg maintains an extremely low profile and seldom, if ever, publishes reports or studies for the public, at least, under its own official aegis. Participants denied the groups very existence for decades until it was forced into the open by the glare of media publicity, generated largely by the now defunct Spotlight newspaper.

The rights of ordinary people to speak out against an unjust war and atrocities unleashed in their name are being crushed. Fascism is at the door. Who else, asks John Pilger, will fight it?


On Christmas Eve, I dropped in on Brian Haw, whose hunched, pacing figure was just visible through the freezing fog. For four and a half years, Brian has camped in Parliament Square with a graphic display of photographs that show the terror and suffering imposed on Iraqi children by British policies. The effectiveness of his action was demonstrated last April when the Blair government banned any expression of opposition within a kilometre of parliament. The high court subsequently ruled that, because his presence preceded the ban, Brian was an exception.


Day after day, night after night, season upon season, he remains a beacon, illuminating the great crime of Iraq and the cowardice of the House of Commons. As we talked, two women brought him a Christmas meal and mulled wine. They thanked him, shook his hand and hurried on. He had never seen them before. "That's typical of the public," he said. A man in a pinstriped suit and tie emerged from the fog, carrying a small wreath. "I intend to place this at the Cenotaph and read out the names of the dead in Iraq," he said to Brian, who cautioned him: "You'll spend the night in the cells, mate." We watched him stride off and lay his wreath. His head bowed, he appeared to be whispering. Thirty years ago, I watched dissidents do something similar outside the walls of the Kremlin.


As the night had covered him, he was lucky. On 7 December, Maya Evans, a vegan chef aged 25, was convicted of breaching the new Serious Organised Crime and Police Act by reading aloud at the Cenotaph the names of 97 British soldiers killed in Iraq. So serious was her crime that it required 14 policemen in two vans to arrest her. She was fined and given a criminal record for the rest of her life.


Freedom is dying. Eighty-year-old John Catt served with the RAF in the Second World War. Last September, he was stopped by police in Brighton for wearing an "offensive" T-shirt which suggested that Bush and Blair be tried for war crimes. He was arrested under the Terrorism Act and handcuffed, with his arms held behind his back. The official record of the arrest says the "purpose" of searching him was "terrorism" and the "grounds for intervention" were "carrying plackard and T-shirt with anti-Blair info" (sic). He is awaiting trial.


Such cases compare with others that remain secret and beyond any form of justice: those of the foreign nationals held at Belmarsh Prison who have never been charged, let alone put on trial. They are held "on suspicion". Some of the "evidence" against them, whatever it is, the government has now admitted, could have been extracted under torture at Guantanamo and Abu Ghraib. They are political prisoners in all but name. They face the prospect of being spirited out of the country and into the arms of a regime which may torture them to death. Their isolated families, including children, are quietly going mad. And for what?


Between 11 September 2001 and 30 September 2005, 895 people in total were arrested under the Terrorism Act. Only 23 have been convicted of offences covered by the act. As for real terrorists, the identities of two of the 7 July bombers, including the suspected mastermind, were known to MI5, yet nothing was done. And Blair wants to give the security services more power. Having helped to devastate Iraq, he is now killing freedom in his own country.


Consider parallel events in the United States. Last October, an American doctor, loved by his patients, was punished with 22 years in prison for founding a charity; Help the Needy, which helped children in Iraq stricken by an economic and humanitarian blockade imposed by America and Britain. In raising money for infants dying from diarrhoea, Dr Rafil Dhafir broke a siege which, according to UNICEF, had caused the deaths of half a million under the age of five. John Ashcroft, the then US attorney general, called Dr Dhafir, a Muslim, a "terrorist", a description mocked by even the judge in a politically motivated travesty of a trial.


The Dhafir case is not extraordinary. In the same month, three US circuit court judges ruled in favour of the Bush regime's "right" to imprison an American citizen "indefinitely" without charging him with a crime.


This was the case of Jose Padilla, a petty criminal who allegedly visited Pakistan before he was arrested at Chicago airport three and a half years ago. He was never charged and no evidence has ever been presented against him. Now mired in legal complexity, the case puts George W Bush above the law and outlaws the Bill of Rights. Indeed, on 14 November, the US Senate in effect voted to ban habeas corpus by passing an amendment that overturned a Supreme Court ruling allowing Guantanamo prisoners access to a federal court. Thus, the touchstone of America's most celebrated freedom was scrapped. Without habeas corpus, a government can simply lock away its opponents and implement a dictatorship.


A related, insidious tyranny is being imposed across the world. For all his troubles in Iraq, Bush has carried out the recommendations of a Messianic conspiracy theory called the "Project for the New American Century". Written by his ideological sponsors shortly before he came to power, it foresaw his administration as a military dictatorship behind a democratic facade: "the cavalry on the new American frontier", guided by a blend of paranoia and megalomania. More than 700 American bases are now placed strategically in compliant countries, notably at gateways to sources of fossil fuels and encircling the Middle East and central Asia. "Pre-emptive" aggression is policy, including the use of nuclear weapons. The chemical warfare industry has been reinvigorated. Missile treaties have been torn up. Space has been militarised. Global warming has been embraced. The powers of the president have never been greater. The judicial system has been subverted, along with civil liberties. !



The former senior CIA analyst Ray McGovern, who once prepared the daily White House briefing, told me that the authors of the PNAC and those now occupying positions of executive power used to be known in Washington as "the crazies". He said: "We should now be very worried about fascism."


In his epic acceptance of the Nobel Prize in Literature on 7 December, Harold Pinter spoke of "a vast tapestry of lies, upon which we feed". He asked why "the systematic brutality, the widespread atrocities, the ruthless suppression of inde- pendent thought" of Stalinist Russia were well known in the west while US state crimes were merely "superficially recorded, let alone documented, let alone acknowledged".


A silence has reigned. Across the world, the extinction and suffering of countless human beings can be attributed to rampant American power, "But you wouldn't know it," said Pinter. "It never happened. Nothing ever happened. Even while it was happening it wasn't happening. It didn't matter. It was of no interest."


To its credit, the Guardian published every word of Pinter's warning. To its shame, though unsurprising, the state television broadcaster ignored it. All that Newsnight flatulence about the arts, all that recycled preening for the cameras at Booker Prize-giving events, yet the BBC could not make room for Britain's greatest living dramatist, so honoured, to tell the truth.


For the BBC, it simply never happened, just as the killing of half a million children by America's medieval siege of Iraq during the 1990s never happened, just as the Dhafir and Padilla trials and the Senate vote banning freedom never happened. The political prisoners of Belmarsh barely exist; and a big, brave posse of Metropolitan police never swept away Maya Evans as she publicly grieved for British soldiers killed in the cause of nothing except rotten power.

Vice President Cheney and his chief of staff, I. Lewis "Scooter" Libby, overruling advice from some White House political staffers and lawyers, decided to withhold crucial documents from the Senate Intelligence Committee in 2004 when the panel was investigating the use of pre-war intelligence that erroneously concluded Saddam Hussein had weapons of mass destruction, according to Bush administration and congressional sources.


Cheney had been the foremost administration advocate for war with Iraq, and Libby played a central staff role in coordinating the sale of the war to both the public and Congress.

Among the White House materials withheld from the committee were Libby-authored passages in drafts of a speech that then-Secretary of State Colin L. Powell delivered to the United Nations in February 2003 to argue the Bush administration's case for war with Iraq, according to congressional and administration sources. The withheld documents also included intelligence data that Cheney's office -- and Libby in particular -- pushed to be included in Powell's speech, the sources said.

The new information that Cheney and Libby blocked information to the Senate Intelligence Committee further underscores the central role played by the vice president's office in trying to blunt criticism that the Bush administration exaggerated intelligence data to make the case to go to war.

The disclosures also come as Special Prosecutor Patrick Fitzgerald wraps up the nearly two-year-old CIA leak investigation that has focused heavily on Libby's role in discussing covert intelligence operative Valerie Plame with reporters. Fitzgerald could announce as soon as tomorrow whether a federal grand jury is handing up indictments in the case.

Central to Fitzgerald's investigation is whether administration officials disclosed Plame's identity and CIA status in an effort to discredit her husband, former ambassador and vocal Bush administration critic Joseph Wilson, who wrote newspaper op-ed columns and made other public charges beginning in 2003 that the administration misused intelligence on Iraq that he gathered on a CIA-sponsored trip to Africa.

In recent weeks Fitzgerald's investigation has zeroed in on the activities of Libby, who is Cheney's top national security and foreign policy advisor, as well as the conflict between the vice president's office on one side and the CIA and State Department on the other over the use of intelligence on Iraq. The New York Times reported this week, for example, that Libby first learned about Plame and her covert CIA status from Cheney in a conversation with the vice president weeks before Plame's cover was blown in a July 2003 newspaper column by Robert Novak.

The Intelligence Committee at the time was trying to determine whether the CIA and other intelligence agencies provided faulty or erroneous intelligence on Iraq to President Bush and other government officials. But the committee deferred the much more politically sensitive issue as to whether the president and the vice president themselves, or other administration officials, misrepresented intelligence information to bolster the case to go to war. An Intelligence Committee spokesperson says the panel is still working on this second phase of the investigation.

Had the withheld information been turned over, according to administration and congressional sources, it likely would have shifted a portion of the blame away from the intelligence agencies to the Bush administration as to who was responsible for the erroneous information being presented to the American public, Congress, and the international community.

In April 2004, the Intelligence Committee released a report that concluded that "much of the information provided or cleared by the Central Intelligence Agency for inclusion in Secretary Powell's [United Nation's] speech was overstated, misleading, or incorrect."

Both Republicans and Democrats on the committee say that their investigation was hampered by the refusal of the White House to turn over key documents, although Republicans said the documents were not as central to the investigation.

In addition to withholding drafts of Powell's speech -- which included passages written by Libby -- the administration also refused to turn over to the committee contents of the president's morning intelligence briefings on Iraq, sources say. These documents, known as the Presidential Daily Brief, or PDB, are a written summary of intelligence information and analysis provided by the CIA to the president.

One congressional source said, for example, that senators wanted to review the PDBs to determine whether dissenting views from the State Department's Bureau of Intelligence and Research, the Department of Energy, and other agencies that often disagreed with the CIA on the question of Iraq's programs to develop weapons of mass destruction were being presented to the president.

An administration spokesperson said that the White House was justified in turning down the document demand from the Senate, saying that the papers reflected "deliberative discussions" among "executive branch principals" and were thus covered under longstanding precedent and executive privilege rules. Throughout the president's five years in office, the Bush administration has been consistently adamant about not turning internal documents over to Congress and other outside bodies.

At the same time, however, administration officials said in interviews that they cannot recall another instance in which Cheney and Libby played such direct personal roles in denying foreign policy papers to a congressional committee, and that in doing so they overruled White House staff and lawyers who advised that the materials should be turned over to the Senate panel.

Administration sources also said that Cheney's general counsel, David Addington, played a central role in the White House decision not to turn over the documents. Addington did not return phone calls seeking comment. Cheney's office declined to comment after requesting that any questions for this article be submitted in writing.

A former senior administration official familiar with the discussions on whether to turn over the materials said there was a "political element" in the matter. This official said the White House did not want to turn over records during an election year that could used by critics to argue that the administration used incomplete or faulty intelligence to go to war with Iraq. "Nobody wants something like this dissected or coming out in an election year," the former official said.

But the same former official also said that Libby felt passionate that the CIA and other agencies were not doing a good job at intelligence gathering, that the Iraqi war was a noble cause, and that he and the vice president were only making their case in good faith. According to the former official, Libby cited those reasons in fighting for the inclusion in Powell's U.N. speech of intelligence information that others mistrusted, in opposing the release of documents to the Intelligence Committee, and in moving aggressively to counter Wilson's allegations that the Bush administration distorted intelligence findings.

Both Republicans and Democrats on the committee backed the document request to the White House regarding Libby's drafts of the Powell speech, communications between Libby and other administration officials on intelligence information that might be included in the speech, and Libby's contacts with officials in the intelligence community relating to Iraq.

In his address to the United Nations on February 5, 2003, Powell argued that intelligence information showed that Saddam Hussein's regime was aggressively pursuing programs to develop chemical, biological, and nuclear weapons

Only after the war did U.N. inspectors and the public at large learn that the intelligence data had been incorrect and that Iraq had been so crippled by international sanctions that it could not sustain such a program.

The April 2004 Senate report blasted what it referred to as an insular and risk- averse culture of bureaucratic "group think" in which officials were reluctant to challenge their own longstanding notions about Iraq and its weapons programs. All nine Republicans and eight Democrats signed onto this document without a single dissent, a rarity for any such report in Washington, especially during an election year.

After the release of the report, Intelligence Committee, Chairman Pat Roberts, R-Kan., and Vice Chairman Jay Rockefeller, D-W.Va., said they doubted that the Senate would have authorized the president to go to war if senators had been given accurate information regarding Iraq's programs on weapons of mass destruction.

"I doubt if the votes would have been there," Roberts said. Rockefeller asserted, "We in Congress would not have authorized that war, in 75 votes, if we knew what we know now."

Roberts' spokeswoman, Sarah Little, said the second phase of the committee's investigation would also examine how pre-war intelligence focused on the fact that intelligence analysts -- while sounding alarms that a humanitarian crisis that might follow the war - failed to predict the insurgency that would arise after the war.

Little says that it was undecided whether the committee would produce a classified report, a declassified one that could ultimately be made public, or hold hearings.

When the 2004 Senate Intelligence Committee was made public, Bush, Cheney, and other administration officials cited it as proof that the administration acted in good faith on Iraq and relied on intelligence from the CIA and others that it did not know was flawed.

But some congressional sources say that had the committee received all the documents it requested from the White House the spotlight could have shifted to the heavy advocacy by Cheney's office to go to war. Cheney had been the foremost administration advocate for war with Iraq, and Libby played a central staff role in coordinating the sale of the war to both the public and Congress.

In advocating war with Iraq, Libby was known for dismissing those within the bureaucracy who opposed him, whether at the CIA, State Department, or other agencies. Supporters say that even if Libby is charged by the grand jury in the CIA leak case, he waged less a personal campaign against Wilson and Plame than one that reflected a personal antipathy toward critics in general.

Lawrence Wilkerson, who served as chief of staff to Powell as Secretary of State, charged in a recent speech that there was a "cabal between Vice President Cheney and Secretary of Defense [Donald L.] Rumsfeld on critical decisions that the bureaucracy did not know was being made."

In interagency meetings in preparation for Powell's U.N. address, Wilkerson, Powell, and senior CIA officials argued that evidence Libby wanted to include as part of Powell's presentation was exaggerated or unreliable. Cheney, too, became involved in those discussions, sources said, when he believed that Powell and others were not taking Libby's suggestions seriously.

Wilkerson has said that he ordered "whole reams of paper" of intelligence information excluded from Libby's draft of Powell's speech. Another official recalled that Libby was pushing so hard to include certain intelligence information in the speech that Libby lobbied Powell for last minute changes in a phone call to Powell's suite at the Waldorf Astoria hotel the night before the speech. Libby's suggestions were dismissed by Powell and his staff.

John E. McLaughlin, then-deputy director of the CIA, has testified to Congress that "much of our time in the run-up to the speech was spent taking out material... that we and the secretary's staff judged to have been unreliable."

The passion that Libby brought to his cause is perhaps further illustrated by a recent Los Angeles Times report that in April 2004, months after Fitzgerald's leak investigation was underway, Libby ordered "a meticulous catalog of Wilson's claims and public statements going back to early 2003" because Libby was "consumed by passages that he believed were inaccurate or unfair" to him.

The newspaper reported that the "intensity with which Libby reacted to Wilson had many senior White House staffers puzzled, and few agreed with his counterattack plan, or its rationale."

A former administration official said that "this might have been about politics on some level, but it is also personal. [Libby] feels that his honor has been questioned, and his instinct is to strike back."

Now, as Libby battles back against possible charges by a special prosecutor, he might be seeking vindication on an entirely new level.
